Andrews council comes to agreement with Miller

The Andrews Town Council came to an agreement with Chuck Miller over compensation for the town's demolition of his building at 21 N. Main St. during council's meeting on Monday, July 28.

Miller owed the town $24,000 for the demolition of his former restaurant and residence, but provided council with a financial statement indicating that he does not have the funds to pay the town back. In lieu of repayment, council will accept Miller transferring ownership of the property, valued at $7,800, to the town via a warranty deed and consider the matter closed.
Council voted to retain Barnes & Thornburg as bond counsel as it pursues a bond to finance a garage for town vehicles.

The law firm will research and ensure that the interest on the bond issued to the town is tax-free.

"They will also write all the ordinances and set up all the financing and get all the documents ready to finalize the financing of the bill," stated Clerk-Treasurer Bill Johnson.

Sealed bids for town property were opened and accepted during the meeting. Bids of $2,000 and $650 secured Van Juillerat the town's dump truck and 1989 Chevy Impala, respectively; a bid of $1,571 netted J.D. Killen the town's bucket truck; Terry Miller was granted the town's 7-foot and 10.5-foot snowplows for $160; and two bids for $25 bought Harley Asher a set of three fire hydrants and a Bush Hog.

Cathy Johnson, of the Andrews Summer Festival planning committee, asked council to make the town hall's basement available for use as a shelter during the festival in the event of a tornado warning. Council agreed to her request.

Johnson also informed council that a schedule for the festival would be made available later in the week.

In other business:

Council passed Ordinance 2014-8, amending the salary ordinance so that council members' salaries are dispersed monthly rather than quarterly.

Mark Mussman, executive director of the Huntington Countywide Department of Community Development, visited council and refreshed it on the services his department provides, such as permitting and inspections.

Council paused to remember Andrews resident Linda Wright, who died Tuesday, July 22. Council members praised Wright for spearheading numerous improvements to the town park.
