The Andrews Town Council has voted 2-1 to demote long-time Town Marshal Van Juillerat to deputy marshal.
The decision was made at a special meeting of the council on Tuesday, March 19.
President John Harshbarger and Councilman Ray Tackett voted in favor of the motion, which promoted Deputy Marshal Curtis VanOver to marshal.
The motion also provided for an amendment to the salary ordinance so that VanOver's pay could be raised to the marshal's level and Juillerat's pay, despite the demotion, could remain the same.
Vice President Mike Rohler voted against the motion, stating that his requests to see documentation cited by Harshbarger in support of a demotion for Juillerat had gone unfulfilled, and he felt that he could not make an informed vote.
"I'm very confused as to the motive behind this, if there was a motive, and why, with repeated requests, that documentation was not presented forward," he said.
"So that's why I had to cast a ‘nay' vote, because I vote based on documentation."
Juillerat says he is prepared to live with the council's decision.
"It's disappointing, but I will continue to serve the people in that capacity (as deputy marshal) the same as I did as the town marshal," Juillerat said after the meeting.
